What does GPL-3.0 mean?

The GIMP core is GPL-3.0-or-later (COPYING). The libraries (libgimp etc.) are LGPL-3.0. GIMP's own statement treats plug-ins that call it via libgimp/PDB as 'mere aggregation'.
